LEI vs. DECS

Thanks... the customer does not want to purchase LEI at this stage. DECS allows the 1-time import of documents, correct? We do not want to write back to DB2 just pull when new stores are created in DB2 (for use on web). I thought there was some limitation re: DECS or is an additional script needed to trigger checks?
